Detroit's demise you can argue was more the poor decisions of American car makers and trade policies from both policies that killed the city, rather than what politician was in charge. Boston made the list which surprised me a bit.

They have a Republican mayor since 2009, more than half of their senators and reps are Republican and traditionally they have split voting for parties pretty evenly in their elections, but have swayed to Republican the last 15 years or so...their last 3 Governors were Republicans...
