You're kidding, right? Clinton was already in office and no matter what anyone says is a brilliant man. Thomas was applying for the Supreme Court and a mediocre, mid-level bureaucrat who was at least 3 standard deviations away from having the credentials or brains to be a Supreme Court Justice.
