SUSA & CFC are were the two strongest teams in the fall. After that Scorpions, Stars Blue, World Class, East Meadow & PDA White were all very close. FSA & Stars White were the bottom two, but still competitive.
The bottom two beat and tied some of the middle teams and some of the middle teams beat the top two.
Couldn’t be much more balanced really.

Certainly covid has thrown a curve where tournament games that normally would have been played. But that applies to every team although maybe more for some?

How would you design a system that doesn't use historical record? Let's say you restrict to only games played in last 12 months? How would you compare a 12-3-1 NEP team vs 4-4-2 ECNL? Serious question! Let's make a better mousetrap here!
