How would success be measured overseas?

Only a professional contract can pry an Academy player overseas. Article 19 prohibits American minors from moving to European Youth Academies. Mereiles is waiting for his dual
paperwork and so is JF. AST is going to Harvard, Rennicks is going to Indiana. Back in 2010 a defender from the Revs Academy signed a pro contract with a low division Norwegian club.
That is about all the Revs Academy have accomplished with their great development. There is of course "world class" players Fagundez and Caldwell but they were developed elsewhere. Chris Tierney was an ISL player. Those three above mentioned boys are dreaming if they think they can crack a first division European squad.

They couldn't play for FC Dallas!! Maybe talent wise Fagundez could

Where do they all fall our grade wise? Most are probably juniors, have one year of HS left and should be recruited, or at least pretty far along in the process. Moving makes sense if you haven't been recruited and/or want to do a PG year. Or if you want to go back and play for your HS after missing three years, go back and have a blast your last year.

If you want to crack anything overseas, you can't wait until you're 16. By age 13, divergence of training is highly evident between Europe and US. And since they compare the US as an aggregate, think about the divergence between Europe and the Revs. Gaping emphasis on player development and ability to scout.

The players who want to go to college should stay at the Revs though. If college is the goal, do you really care that American-style soccer is abhorrent?

He started training over there sporadically well before that to get the lay of the land

Yes, it seems to me like those last two years of high school would be the perfect time to give it a shot, provided you have the paperwork. If it doesn't work out, you can always come back home, do a PG year somewhere if needed to get onto the college scout radar. I'm sure many college coaches would jump at a player who has had a couple years of quality training abroad.

We're starting to see more of this, as well, kids U12-U15 spending a few weeks in the summer or on school breaks training abroad. As more clubs in the US start forming "partnerships" with European clubs, which is the trend right now, more of the very top kids at these clubs will be spending weeks here and there training with European youth teams. If this is done regularly, we may see many more US kids at European academies once they turn 16 (provided they have the passport).

Well, one would think Revs would be using their partnership of three years with Sporting to send some of the academy kids there to train for a few weeks this summer. Is this happening?

“They have so much to offer in terms of their history, their excellence in player development with a number of great players that have come through their academy system,” Burns told MLSsoccer.com following his visit with Sporting. “They’ve been open with us and we can use their resources in kind of any capacity we’d like.”

Never in a million years! The Krafts are afflicted with frugality with a severe case of we don't give two sh*ts about the soccer team.

Flying 15-20 kids to Lisbon and putting them up at Academia Sporting and feeding them chorizo and egg sandwiches costs money. Money the Krafts would rather spend on the Patriots. They think they do quite enough making their Academy program fully funded except the boy's uniforms are falling apart and they train 4 hours a week.
