What's most baffling about this situation is that it would be so easy to turn things around. Get someone in there who actually has some real experience SUCCESSFULLY developing youth players (tons of people out there all over the world who would fit this bill, but the Revs admin may have to put in a little effort to look beyond their former college roommates). Such a person will actually know how to put together a good coaching staff. After that, the talent will come pouring in and the results will speak for themselves.
The truly best players in the region right now are being robbed of the experience of playing/developing together and pushing eachother to reach their highest potential, just because the Revs Academy is so ill managed to attract them all. Yes, it can be awkward to tell your buddy it's time to move on, but maybe think about the effect keeping the status quo is having on the top players in the region.
