What she did was the same as Dean Smith's 4 corners offense which was outlawed in basketball because it is uncompetitive. Hopefully Fifa will do the same since sports tends to be a copy cat business. Could you imagine soccer in a couple of years if that happens. It will be unwatchable.

Sweden did go out to win. And it was successful. Twice.
If Fifa doesn't want PK's, or 9 players defending they should change the rules.
Congrats to Sweden. I wish USA had shot and defended PK's better and advanced.

Some thoughts from a teammate -
“They played their cards right,” she said. “They did the exact same thing with Brazil. They’re in the final, so you can’t really doubt their strategy now.”
When asked about her teammate Solo’s post-match criticism of Sweden, Morgan said she herself always tries to be positive when speaking with reporters or posting on social media.
“I saw her comments but I feel like those are opinions I don’t share,” Morgan said.
