Now, there is another one, who probably shouldn't even be playing D1 and everybody is supposed to look away like it isn't happening?

ok? now what happened? where is the backup goalie at High Point?

There are cuts all the time - even from D1 or D2 - or be on the bench all season and then cut/writing on the wall. Making a squad is only part of the battle.
All parents of recruiting age kids have heard horror stories about kids promised roster spots only to see them get cut in the fall. D1 or D2 coaches will say "since you're getting academic money, you don't need athletic money. But don't worry you're on the team". 6 months later that kid gets cut.

Why? No financial commitment from the coach. How would a coach explain to his AD that the kid who I signed a LOI for 10k athletic scholarship is getting cut? If you didn't sign an LOI for athletic money then you have zero commitment from the college and it's a real possibility of getting cut.

Even with LOI plenty are gone after freshman year, sophomore latest - cut, no PT so they quit. Playing a meaningful four years happens a lot less than people realize. Getting onto the roster is just part of the battle.

Also, to the point above, if kid has academic money but no athletic, the coach won't feel guilty cutting the kid since he/she can still afford to stay. But, that works to the student's favor also - if they get cut or it just doesn't work out they can afford to stay. Pick your poison. Personally I'd rather take the academic money; less risk , four years, and it's often times more than athletic money, especially on the mens' side

You are correct from the academic point of view.

From the soccer point of view, it's pretty risky for a kid to commit to a school that has made no financial commitment back to the kid.

By that view then D3 is the ultimate risk - no contract, no money, just academic $. And especially on the boys side the amount the average boy is getting a small amount of athletic $. Toss out one kid who's getting $8,000 and get another at the same amount. There's a great deal of churn, and scholarship $ is just part of the cost of doing business.

A lot of kids commit with little scholarship money hoping that they will earn more the following year. They try to get on the roster and hope they will practice and play their way to more money.
