You have your must have. If you have a roster of 15, then you immediately contact them and offer them a spot with a time limit. Another issue is requirements. Sometimes a must have qualifies for the "travel team (NPL/Pre-Academy) and their family can not meet those requirements. They move to Team B and that opens up a space for a Level 2 guy to make the A Team.
I know this is not that clear but basically the bottom-line is that this is a song-and-dance with teams and players and other teams. The marginal/wait-listed players are usually kept in the dark until the original dance comes to a close.
You will understand this more as you move up in age brackets
