As the teams get older and the rosters grow the balance shifts back to the clubs. Weymouth has a decent town program. Weymouth has a large population. Those two factors alone will serve up quality teams. Can Weymouth develop superstars? Highly unlikely, but neither Galway or the Scorpions can point to a true star player on the boys side either. If your kid is the top player at his age he should go to a quality club. I just don't think Galway or the Scorpions are that great an upgrade from Weymouth.

Overall Weymouth would be stronger than Scorpions at U14 and way ahead at 13 - between the 2 very strong team this year

Scorpions love to setup friendlies, why not give it a try.

If they don't play in the same league or tournament brackets, why do you blame that on Scorpions? Could it be that the town teams can't get into the leagues/brackets that Scorpions plays in, and if so, how is that Scorpions' fault?
You somehow have decided that a youth soccer club is not manly enough for your taste. I didn't know that bravery was important to building a successful soccer organization.
