School Year makes more sense for higher participation - at some point US soccer will make the change back. Participation is down 16% since the change happened in 2017 and that’s a fact.
Does it impact the national team - probably not, does it hurt future generations - maybe
Hurts RL teams in smaller markets - state league teams - and a majority of leagues outside of the top one.
I have zero insight although I am an NL coach and have coached for 14 years - I don’t know when it will happen, but it will. A lot of this was driven by Tab Ramos - it was a few, make a decision for the many and it didn’t work. All of the coaches are talking about it, but no one will know anything until the early september rules updates.
Great players will be great players regardless of birth month but we need the funnel as big as possible for the late developing players who become great at U14 and above.

They allow organizations to either use the 12-month window most aligned with school classes, or use a 15-month window to flex summer birthdays to stay with their school class:
