The UK has a different approval process. More importantly given how man Americans don't trust the rush to vaccine process, or even vaccines in general, taking a few extra days to pour over data isn't a bad idea, even if it's more for appearance. A vaccine will be far less effective if not not enough people get it. Trust is vital.

UK is done because given Brexit, they no longer are part of the EMA, the European Unions equivalent of the FDA. Boris Johnson went “all in” on the problematical Astra - Zeneca vaccine early, anticipating that would meet the UK’s needs. So Boris bigfooted an approval quickly to cover for his earlier poor choices.

For example, nj already knows which six hospitals are getting the first shipment. Those hospitals are prepared, ie have the super cooling storage unit in place, have vaccine delivery “assembly line”, etc. they should be at the hospitals next week and ready to be administered as soon as approved.
