There is no federal law stating state's can only issue DL's to US citizens (and BTW millions are here legally who are not yet citizens). Until that happens the Feds can f'off. Go ahead and go after the dozen and growing number of states with these rules in place. I'd rather drivers be tested and insured before they get on the road.
