There is a rule. As a club coach, he is only allowed to have a certain number of his high school players on the club team. I believe it is 4 or 5. Im not sure of the number but there is a rule.

That's not the rule. The rule is that a HS coach can not coach more than 50% of the field number of players out of season. For soccer, there are 11 field players, therefore rounded up, a HS coach can only coach a maximum of 6 players from his HS team on a club team between November and August. The emphasis is on "Team" here, not "Club". So a coach could conceivably coach 6 freshmen on a u15 team, and then 6 seniors on a u19 team, and as long as they don't train or play together in club, that coach is not breaching the rules, even if they end up combining in HS as the varsity team.

Clubs don't develop top players. Top players are a combination of freaks of nature and how much work they put into their craft away from their teams. Absolutely no one should be picking a club because they have a NT player there. You pick a club for coaching and fit for your kid.

Not many. However if your options are FSA (terrible club in a good league) or OW (ok but not great club in a weak league) it's understandable some are willing to do it.
