The league can’t do anything is the referees don’t exist. There are some teams/coaches that can’t get referee coverage because either the coaches, players, or parents have a poor reputation and officials understandably aren’t willing to take the abuse so no one ever accepts the assignments. I have zero issues getting refs for my teams because assignors know that we are decent human beings.
