My past experiences have shown that either enough members commit and go or else the team has to decline. OYSA used to fine clubs for teams pulling out.
If a team declines, the next team in line FROM the REGION is offered the spot.
The brackets are assigned via drawings and bracketed in serpentine fashion. So say, if APL was drawn as b/u for the bracket spot and OR NWPL (ADF) declined, then APL team moves on to regionals.Comment
