OYSA pays Peregrine to run the leagues and cups. Peregrine is free to do what it wants from whatever profit it gets from that.
Separately, Peregrine pays for DA and GDA.
No reason to assume that the income from the first is directly tied to the expense of the second--unless if you're a honk from a competing "elite" girls league trying to throw a wrench in the works by sowing discord. For all we know, the guys in 107 buying beer are paying for the GDA, and OYSA league/cup fees are paying for Diego Chara's salary.

I've seen no evidence of a public edict from any OYSA member club mentioning they DO NOT support sending their best players to the Timbers/Thorns DA Program.

Youth Clubs are applying hand over fist to get into the little DA's with the hope of someday becoming a Big DA in their market. Geography, talent pool + the dumb luck of having an MLS/NWSL team in our small PNW market has closed the door on the chance of any of our local clubs becoming a Big DA.
This is a US Soccer directive not the Portland MLS/NWSL invention.
