Maybe, just maybe there are less than 8 commits for the rest of the TA clubs. I am aware of 3 of the 2018 class and I think there may be 3 or 4 from 2017 class going to Evergreen, Montana, and not certain. The TA clubs dont like to advertise something that doesn't exist

You say that you believe all money spent on sports is money well spent, but think you state you are wasting your money on ECNL. College coaches certainly like the level of competition of ECNL and will prefer some kid who is used to the competition and the speed of play.
There is a reason that more than 300 schools will be in San Diego next week

Then there are player goals in terms of level of soccer. If you want to play at a top D1 program you need to be playing in the most competitive league you can. In most cases this will be ECNL. Yes a few players recruited to top programs aren't ECNL, but when that happens it is still at a top Nationally ranked club, not some local club that just plays instate competition. There aren't many of those Nationally ranked non ECNL clubs out there. If your goals aren't top D1 then ECNL becomes less critical - there are thousands of roster spots and ECNL can't fill them all. However, you still need to be playing high level soccer and getting exposure to college coaches. ECNL has many flaws, but one thing you can't fault is the exposure it gives players to schools from all over the country, or even just 2-3 states away.
So if YOUR daughter wants to play close to home and it isn't a top program, then by all means skip ECNL and have her do ID camps at the schools nearby she's interested in. It might work out for, it might not. Just because she's from close by doesn't mean she'll be what local coaches are looking for skill wise. Something many TS posters seem to forget is what works for their family isn't the same as everyone else's. There is no one size fits all when it comes to deciding on colleges, just as the choices of where to play club soccer are individually based.

where in the world would those 80 to 100 commits gone to? Lala Land? When has Oregon ever produced 80 to 100 commits over 3 classes? And by the way, 2017 and 2018 is not done... For ECNL or non-ECNL, kids will still verbally commit and sign.
