If a team is development-focused, learning one basic formation and playing that well is probably very valuable. But even with the 4-3-3, there's lots of variations--if the CF drops down and plays behind the wings, it starts to resembe a 4-4-2 more. If the wings drop back and play more midfield, it easily turns into a 4-5-1. Above the backline (and 4 backs should be the bread-and-butter defense for 11-man soccer), how the players are arranged horizontally is just as important than how they are arranged vertically. Two holding mids, or one? Two strikers on either side of the box, or one classic striker backed by one CAM? And will the ball be moved mainly by passing, or will skilled dribblers be given green lights to break down a defense with the ball?
Soccer ain't field hockey; formations are flexible and will adjust according to game conditions, especially with a skilled team who knows how to read the pitch.
BTW--speaking as a parent of BU11, soon to be BU12--what is the current recommendation for 9v9? Our team has been using a 3-2-3 effectively (in practice, a 3-4-1 diamond with very fast players at all points in the diamond, but the wings are called "forwards" and not "midfielders" even though they play box-to-box), but I somehow suspect that TPTB would insist on a 3-3-2, and frown on sending so many players up.

I know the TD there, he follows US Soccer to the tee. Whether you agree with the new changes or not in US Soccer makes no difference. I'm happy that we finally have a direction and it has proved to be positive in it's first year.
