This is the misinformation I was referring to, whomever wrote this was WRONG. Furthermore, it was corrected by a few posters prior to you chiming in to say exactly what other's had said, thus adding redundancy.

Discovery players are expected to attend training every week - just not all 4 sessions.

The difference is discovery players, as you mentioned above, are simply "guest" players when they play for their ECNL teams, and can be a rostered member of a local team. That is the difference then choosing to join an ECNL and live far away.
I think the person is referring to a different year:2014 class. There were two players; one from Sandy and one from FC Portland that played with Crossfire Premier. One was a discovery player (FC Portland) and one was a full time rostered player but neither practiced with the team very often. Maybe it was different because at the time there was no ECNL club here but it also could be that it is on a case by case basis.

How does one become a DP?

I know you have to ask the coach as step one. Not sure what beyond that.

In the case of the 2014's that were playing ECNL for teams in other states (2 Crossfire Premier, 2 Colorado Rush) all were selected as a direct result of having been on the Region IV ODP team. Both Colorado Rush and Crossfire Premier coaches were also college coaches and very much involved at the time in either the region level or national level ODP program. Dynamics have changed now with the demise of the ODP program so it isn't as easy to get noticed as it was through ODP where once you made the region level your opportunities opened up.

If a player is at the top of their age group then it is likely that even now coaches from other teams are aware of who they are. A parent interested could contact a coach directly and ask how their child could be considered for a discovery position. Be realistic about playing ability because if the team is a strong one it will be more competitive. Some of these stronger ECNL teams have 18+ D1 committed athletes by the time they are U17. Most also have very large pools of players 25+ so there isn't really any motivation to use a discovery spot for an average player.

Fees for discovery slots are less than roughly $700 + a uniform kit. Travel is provided by the player. For some, discovery play can actually cost less than ECNL full time play with the same amount of exposure and playing time. Obviously this doesn't work for all players. You have to think through how and where your player will practice. It is a very good option for players from rural areas as it is usually not very hard to find a place to practice. If the player is in the local ECNL area then coaches become territorial and want the player to commit to their team in order to get to practice with the team.

            Hopefully that helps.

Discovery players will be some of the best one's on Portland ECNL teams.

Another big weekend coming up apparently. Time for the Portland ECNL teams to add to those negative goal differentials.

Yes because posting actual rules from the organization is always a waste of time, I stand corrected.

Why would a Discovery Player choose Portland ECNL? It seems like if they were great players they would prefer to be on decent teams which Portland only has a few.

Fairly sizable and negative GD combined with mostly losses.

Girls that have been working hard on and off the field will get a great opportunity to play in front of coaches that they have been in contact with in beautiful San Diego. They will win some and lose some, and make memories they will have for a lifetime. While you sit at home on your computer complaining about girls soccer results. Enjoy your weekend.

Let's rephrase this to make it accurate rather than fantasy.

Girls that have been working hard on and off the field, much in the same manner in which a clothes washer works hard, will get a great opportunity to play teams that are overmatched for them in front of coaches who are there to see the players on the opponents teams in beautiful San Diego. They won't win some and but will lose all, and make memories of digging the ball out of the goal and running it to midfield that will scar them for a lifetime. While you sit at home on your computer counting the huge savings account you have stocked away to pay for your dd's education if she needs it while the ECNL parents continue to live vicariously through their dds oblivious to the upcoming mass disappointment that will occur with their dds get no offers and wondering why they blew the savings on ECNL. Enjoy your weekend.
