This shows your ignorance. Money isn't the issue. It is number of scholarships. 14 full scholarships per team at any given time. Typically California schools can spend two of those on out of state kids, while other state's schools might spend all 14 on out of state, I have been told that is not allowed in California. As a result, most California state school rosters are mostly Cali kids. So let's say there are six out-of-state kids, then on average they are each getting 1/3 of a scholarship. In the PAC12 that is still a good offer. It also means a well deserved congrats to those kids for breaking into a California state school roster, much less pac12, great accomplishment to both of them.
