Both tournaments seem to run concurrently. Is the State Cup for "A" type teams and the President's cup for "B" and "C" teams? Any insight would be appreciated!

You are exactly right. Both feed into their own regional path, but State Cup is for premier teams, Predidents cup is for teams that don't call themselves premier.

Presidents Cup has already had their pool play back in November. The semi-finalists have already been determined and will play the last 2 games in May.
