Safe playing fields?

Is there an Oregon law (ORS) that states youth sport's clubs or leagues must provide safe playing fields and facilities?

Dude I live in Vantucky and the harmony fields are a lot better than some of the disasters at the lake o Nike tourney and mt hood challenge. We had twisted ankles, cuts from sprinklers, just ridiculous.

Been out at Harmony lately. Not much grass. Lots of hard dried mud right now. Should be great for the Rash at the Blunder.

Not sure about OPL though...they are kind of a cut rate bunch.
