NWCL now qualifier for NPL Finals - not OPL or PSPL leagues
Post from Washington Premier forums regarding future structure of NWCL...
In a nutshell, there is a group of RCL clubs that are participating in the Northwest Champions League (not all RCL clubs, and a subject all in itself), and those clubs have a set number of births to play for. US Club in the shape of OPL and PSPL also have births in the Northwest Champions League, based on, for instance, in the case of the PSPL, the top two teams at age in the WSPL (this is the equivalent of the RCL 1 (I don't want to discuss strength merits here between RCL and WSPL)).
So, top two Fall WSPL teams qualify for the Northwest Champions League, top x number of RCL teams, that are part of the RCL Northwest Champions qualifying group, qualify for the Northwest Champions League. These teams then compete for an NPL Finals birth.
Personally, as a WSPL coach, I think this is the right thing to do, and introduces another competitive level for WSPL and RCL teams, which bridges the gap between Stateish quality of competition and Regionalish level, providing a better qualification path to a National final.
I am excited for this Summer/Fall Northwest Champions League, and I am hoping to see better fields, better organization, better referees, and more teams bringing their strongest squads to the party :-) Winners qualify for the 2015 NPL Finals.

I would seriously wonder about letting my kid play for a coach who is so mentally deluded to equate WSPL as the equivalent of RCL 1.

'00 Salmon Creek and Eastside Timbers played to a nil nil draw in the Championship match of NWCL last December. The match was decided in PK's, with the decision going to Nemesis.
so, to answer your question - yes, an Oregon team did worth a crap in NWCL
