    That's not the way the rules read.

    Restart means restart (go back to start).

    It would say continue if it meant to continue on.

    The league didn't even say what you said. They are saying they are following region IV rules which goes back to start but excludes step (a).

    Eastside should not have advanced.

      Tie Breakers for Bracket Play. In the event two or more teams have accumulated an equal number
      of points within any group and are tied on the basis of points earned at the conclusion of Bracket
      Play, the team’s placement or advancement will be determined in accordance with the following
      sequential criteria. Tiebreakers will be considered in order until the tie is broken, then restarted to
      break the remaining tie:
      (a) Winner in head-to-head competition (this criterion is not used if more than two teams are tied);
      (b) Winner of most games;
      (c) Highest goal difference (goals for minus goals against) with a maximum of four (4) goals
      difference per game counted both for and against;
      (d) Fewest goals allowed;
      (e) Results of Kicks from the penalty mark as follows:
      (i) When a game in bracket play ends in a tie, FIFA Kicks from the Penalty Mark will take
      place and the results will be reported separately from the tie score.
      (ii) The results of the FIFA Kicks from the Penalty Mark in these games will only be used if two
      teams remain tied in their brackets after all other tie breakers have been applied.

        The fact that the BU12 game between Eastside & Westside was decided by PKs doesn't even follow the rules posted above. The PKs are only suppose to be done in games that are tied during bracket play. Westside beat Eastside on the field, no need for PKs. I sure hope folks at OYSA take a serious look at their rules and revamp as needed!

          when did they do the PKs? They were called together after all the games were done to do them?

                Any pool play game that ended in a tie went in the books as a draw, but the teams shot pk's immediately following the game. This was done just in case further tie breakers would be needed.
                (Eastside Aston Villa did that in Eugene after their first pool play game - which ended in a draw)

                  But there was no draw in this case. They didn't know there would be a pts tie until all was said and done.

                  So if they did pks, when did they do it.

                  Or did they use a different method to resolve?

                    So? None of these teams had tied bracket games. The only way you could decide to place WT above ET in this scenario is to follow the published rules and restart the tie-breaker at step (a) after it was determined that NPS River got 1st place. That's how the rule works anyways so all is good. Now why they didn't do it correctly for GU12 is anybody's guess.

                      Can anyone confirm how they resolved the U12 boys three way tie?

                        Seriously this seems a little weird. Did anyone pick up the phone and call them?
