They got relegated because they couldn't beat the 2nd place team from the lower division. They simply aren't any good.

It makes perfect sense. They finished 7th of 8 in division 1. That forced them to play a relegation game against the team that finished 2nd in division 2. They lost that game and swapped divisions with the team that beat them.
