From a developmental standpoint there is no question. Those girls are going to fall behind playing 11v11 this year. The teams playing 9v9 will develop in a better environment

They aren't playing RCL. WT_FC can't place teams below U14 in RCL as they've lost their status as a full member of the league.

Well they lost to two RCL1 teams and beat one RCL2 team. Not a terrible result.

So maybe they would get placed in RCL2. Maybe. Don't count on it though. WT_FC isn't exactly "in favor" within the RCL leadership.

That changed June 1st. Next week is the seeding meeting and they've been invited because vantucky timbers are sending enough teams now to the RCL. They are back in good standing.

RCL doesn't seed teams at U12 and above, only U9 thru U11. Starting with U12 it's strict promotion/relegation. Any team new to the league at U12 automatically starts in the bottom division. This is to encourage RCL clubs to put their teams in the RCL from the beginning and not try to cherry pick certain age groups later on.

This is false. We had a team playing Oregon... They did make us start RCL3, but quickly bumped us to rcl2 midway when we were killing teams. Then it's a matter of winning rcl2 to move up to rcl1. Can be done very quickly.

I was just trying to make it clear that you are a liar so that people do not listen to you. It did happen, and I've seen it happen to other teams too. Obviously you have no experience in the RCL or you would know.
