The ONLY way to for this team to play in the RCL is for them to move to the WA Timbers. Timbers are the only RCL club in the area (the next closest is Blackhills in Olympia) and teams have to be located and practice / play within their association's boundaries. And then they can only start at U13, and ONLY in the lowest division. And that's assuming that the brain trust at WA Timbers would even allow them to play in the RCL, which is far from a given.
If, however, they did manage to get into the RCL, there is promotion after each season, fall and spring, so you can get to RCL1 in less than 2 years.
