Pdx at times has had a very good mens' league (it fluctuates), has one excellent turf field, 2nd is showing its age (but think they are replacing next year). Really worked with us to get our teams properly placed (one playing up, etc), and when we've had things turn out not the way we wanted it, have been excessively fair in fixing it. Also very loyal to teams who register there year after year.
Rose City is just beautiful and brand new - also love the fact that they built one hard court: for teams that ever want to do anything at a national tournament where they play on hard courts, nice to have played some on hard courts locally. Parents seem to really like the pub there (and I assume the Stumptown earlier in the day).
I suspect that right now the competition is slightly stronger at pdx, but I'm more familiar with the mens' leagues and younger girls than younger boys and suspect that will even out over time.
I don't think you can go wrong with either facility, but would register early for January - this is obviously the busiest season for these places.
Disclosure - have partnered with Pdx Futsal in the past and provided some feedback to Rose City on design of their courts (going hard court) and what to do with the younger kids.

Hillsboro futsal is good if your in the area. still need depth in leagues but they are getting there

Here in the Southwest burbs it's an easy pick
Watching our daughter play at the Tualatin Indoor Complex. Great viewing and bleachers for the parents and families right on top of the action. Having a draft beer is a nice perk. With this place in our backyard it doesn't make any sense to drive 25+ miles to visit another facility. We've had a local indoor facility for over 10 years out here-- it's great PDX is getting their own neighborhood complex's as well.
