For the 2013 Fall Season: the bottom two teams from the Fall League 2012 Premier Division will be
relegated to the First Division; the top two teams from the Fall League 2012 First Division will be
promoted to the Premier Division. Should one of the two First Division teams decline their opportunity
to move up, the position DOES NOT become open to the 3rd place First Division team – rather, the 7th
place Premier team will be allowed to stay in the Premier Division, and only the 8th place team will move
      down.
What you responded with was not pertinent. In this case, the top two teams of D1 DID NOT decline their promotion.

While it is true that the 3rd place D1 team should not automatically get the open slot in NPL if ANOTHER slot opens up (in this case, due to Pacific dropping out) , there is no clear rule that states, as you suggest, that one of the relegated NPL teams gets to keep it. None.

On top of that dereliction, you have the fact that some of the 2014 NPL teams have not kept the required number of 2013 players on their rosters.

So although there is no obvious way, according to the rules, that CFC should be promoted, there sure as hell is no way that some of those NPL teams belong there either, according to the rules. Therefore, it becomes a matter of who you know, not how well you play. Welcome, Crossfire! The DOC owes all the other OPL bosses a pint.......

They're in the Premier division! It's on the OPL site...wait, wait..hold on...now there's a "National Premier Division" which is apparently above the "Premier Division". A glass half full person might say "Hey! We're in the Premier Division!!" Any predictions on Goal's For and Against for CFC this fall? I'm thinking GF 72 and GA 4. Woohooo!!!!!!!! Now that's competition.

How would you know what JB did if you really are with CFC?

Show us all the rules about rostering and player movement between two teams, same club.

JB did send out an email that stated A team players can guest play but cannot start or play more than the actual rostered players with the exception of a goalie.

So, again, how do you know what an email from JB said if you are with CFC? Are you saying that JB, as the OPC president sent the email, or are you saying that JB, as the WT club manager sent the email?

Sounds like this is a club policy and not a "cheaters" cry out as you accused the of doing before. If JB did send out an email, what was the date? How long after a season started? How do you really know about an email?

There is a difference between "cheating" as you put it and a club play policy. Rules for rostering are determined by the league operating organization. If JB sent it out to all OPL-entered clubs' team managers, then why are you singling out one club? How do you know that other teams/other clubs didn't change up playing time as well?

My son plays on Samba and yes JB did send out an email after he received several complaints. I was grateful for the email and think he did the right thing.

So it was a club-generated email and not a league rule. No "cheating" then, was it?

I do think CFC is the better team and should be playing in NPL so we can have the best competition available in that league.

As others have suggested, I also am not a fan of the guest players. Play with the team that got you there and win on your own merits or recruit them for the full season.
FC Portland, Westside, Cfc, and others all do the guest player game.
Here is the reality of the real world of youth soccer. Typically guest players within your own club are allowed to play up until a certain pre-determined date IF allowed as policy by the League Organizer Exceptions do occur, i.e., NorCal Premier League's U9/U10 level.

                        NorCal Premier League RULE:
                        Rule 700 Master Rosters
Players may only play for one Club during League and Cup competitions. NO GUEST PLAYERS ALLOWED FROM OTHER CLUBS IN ANY NORCAL COMPETITION. All out of Club transfers must be approved through Norcal Premier League. Individual teams may contain up to 26 players for any Norcal Premier competition. For Leagues, there is no limit to the number of changes made to the roster provided the players are active in the teams club, or have not played for another club in the League. For Norcal State Cup rosters are frozen and changes made only be made to the 26 player roster with approval from Norcal.
Only 18 of 26 players may be used for matches. The 18 players must be on the official game roster given to the match official and opposing team before the start of the game.

From Cal South Rules and Regulations
                        1.5. Loan/Guest Player
A loan/guest player is defined as a registered player participating in a competition for a team to which the player is not rostered for purpose of league play. (USYSA Rule 101.2)
1.5.1. Every Cal South player has the right to participate as a loan/guest player for other affiliated teams during non-league play.
1.5.2. Each Cal South member league shall establish their own rules governing loan/guest players during league play.
1.5.3. No Cal South administrator or coach or manager shall refuse a player the right to participate with other USSF-affiliated teams as a loan/guest player and shall immediately tender the Medical Release Form and Player Pass upon verbal request by the player or the player’s parent or guardian.
