Its clear OPL offered more flexibility about rosters and leagues. This is an improvement over OYSA's idiotic qualifying tournaments and roster rules. But OPL has never asked anyone to "join" its OPC. Just ask Bend, Eugene, Rogue Valley, Woodburn, Salem clubs whether OPL leaders ever ask for input. So what's better for the state... probably a toss up.

Agreed and my error. I meant to say that OYSA should consider asking to join the OPL-by submitting a list of teams from their leagues and cups to play, just as other memberships have one.

As a nonprofit, they are required by law to provide information. When was the last time that OYSA posted updated board meeting minutes? The April minutes are actually regurgitated February minutes.
You have a choice. Based on your opinion, I seriously doubt that your child plays in the OPC events. If so, you are entitled to pay your fees to play for OYSA if you consider everything that they do to be brilliant moves.
