Anybody know when they are going to post the brackets and schedules? It always seem like they put them to the last minute. Why??

Although our team is seeded high as one of last year's semifinalists, I still confusion/issues for all teams with this methodology:
1. For instance, If there are two 2013 prelims brackets (e.g., 8 teams entered), are the 2012 semifinalists going to be seeded as first & second who advanced to finals being top in the the two 2013 brackets, with the two losers seeded second (based on GD)?
Or,
Will last year's semifinalists be placed serpentine fashion by virtue of simply being in the semifinals?
Or,
Will 2013 league standings to date be used to determine order of 2012 semifinalists?
2. 2013 standings to date means that some teams have completed more games than other teams. Doesn't this skew the seeding for state cup? I see teams in our league that have completed their league season while quite a few still have games to go and will definitely end up having more points. This does have an effect on where they start out in the prelims.
I am content with where we are for state cup but am bringing these points up simply for discussion points. There is no way to accommodate every team due to season and state cup scheduling and field use constraints so I am not complaining. Your thoughts?

2013 Portland Timbers OPL State Cup Brackets
All brackets (FLIGHTS) are seeded via the serpentine method of, starting with the first seed, going across the brackets to the right, down, and then back across to the left, and so on until all teams were placed.
U11-U14 teams were seeded based on the order of finish, from top to bottom, in the the 2012 OPL Fall Season Standings.
U15-U18 teams were seeded based first, on the semi-finalists from the 2012 OPL State Cup, then by the order of placement in the 2013 OPL Winter Season Standings, through March 18.
In all Brackets, the teams will play as follows:
3 Team Brackets
1st seed plays 2nd seed at home and 3rd seed away.
2nd seed plays 3rd seed at home and 1st seed away.
3rd seed plays 1st seed at home and 2nd seed away.
4 Team Brackets
1st seed playes 2nd and 3rd seeds at home and 4th seed away.
2nd seed plays 3rd and 4th seeds at home and 1st seed away.

For example, if there are eight teams entered in this year's state cup, how does the OPL seed last year's four semifinalists? Do the two teams that advanced to last year's final take the first spot of two brackets, and if so how do you know which bracket the remaining two semifinal's losers take for the secondary spots?
Does the OPL also determine seeding for last year's semifinalists in the first and second spots of the two brackets and from results of this year's league games to date? See the confusion here?
