Sounds like someone thinks that the only role OYSA should have in Oregon soccer is issuing player cards, sanctioning clubs and leagues, supplying referees, and running the cups; and beyond that really should p1ss off and leave things to the clubs.
Which strikes me as a stupid position to take.
As far as ODP goes.. if your kid isn't interested, don't sign up. If you think ECNL showcases are a better opportunity, then do those instead. But saying "I'm not interested, so the program should be cancelled", or "the program should only exist if it gets all the top talent, and the existence of travel leagues means it does not, so it should go away", are dumb positions to take. The only folks that benefit from this are the folks who run travel leagues and can act as gatekeepers if there is no alternate pathway, and that's what a lot of this "kill ODP" seems to be about--shutting off the alternate pathway.
Being a mandatory middleman is a lucrative business. Being an optional middleman is far less so.
There's a lot of kids out there for whom a travel league is not financially viable--or who live outside the major metros where the travel leagues are found (ECNL is never going to consider Bend Timbers, for instance), and ODP provides an alternative pathway for them, even if a lot of the top Portland kids won't be involved.

Whilst the services of supplying referees, running leagues/cups & odp/rtc was outsourced to Peregrine enterprises or other independent contractors for delivery to the ignorant oysa masses.
The structural and operational agreement between Peregrine and OYSA dissolved prior to this seasonal year, leaving the tin shack oysa ill equipped to manage and administer these inherited statewide Timbers/Thorns leagues, cups and rtc/odp scaled programs.
Adding as you mention the responsibilities of running cups and supplying referees to present day oysa staffers, strikes everyone, not just you as a stupid position to take, as they can't deliver even the stand alone basics efficiently.
An entity with such high staff turnover, deviod of any proven or capable leadership should learn to crawl 5 feet before attempting to sprint a marathon.
We are in agreement.

Over the last decade OYSA role was solely to issue player cards and sanction leagues. That should be their role now too.
