I think there was this common belief that the tuition from the ODP and RTC programs were funding the TA program. Will the TA start charging their players since a big chunk of their ODP funding will be gone? But I think MLS Academies typically do not charge tuition to their players.

The TA will remain free. Just two teams now and they will not have to help the Thorns pro team or academy any longer.
