It's called quality. By demanding up front (full disclosure) that the top finisher represent the state or face sanctions for not doing so, they ensure that the rest of the teams that participate will as well have a formidable opponent to face. That's what makes a quality tournament made of up teams from 13 states.
Unlike the US Club national tourney, you know that not every state is represented, and even those that are, dont send all their winning teams. So you might just get there an have nobody worthy to play.
But hey, your the winner of the US Club national championship. Yippeeeee !!!
