Now I will try to help you understand the concept you so clearly have not grasped.
A major way soccer clubs make money is the development for transfer of young players. In exchange for not charging them a fee to play they receive what amounts to an ownership interest in the player.
Where I mentioned confusion is that in most countries in the world this ownership is at the club level. In MLS this ownership is at the league level. MLS has stated the clear objective of developing players for international transfer.
My original comment was that the Timbers will need to be careful in affiliating too closely to a "for fee" club. They will need define the line when a player crosses from the affiliate club to them very clearly. For sake of clarity I would expect a rigid divide on staff, and not bringing or appearing to bring player preferences from one level to the next.
My point has always been that the two clubs will likely try to market this relationship as much stronger than it may in fact be.
In the words of Chuckie D "don't believe the hype".

I will acknowledge one thing, you are correct I did not ask a question with a question mark at the end. I apologize if this was misleading. My understanding is this is a "discussion board". A place where one might expect discussions. I put a statement about a rule out there, wondering how the ES-WS-Timbers deal might be impacted. Your responses questioned knowledge of the rule, and provided little else. I had hoped to find someone who might reasonably discuss how this wouldn't be an issue. You can call BS all you want, it seems like that is how you carry on a conversation. Again my sincerest sympathy for those who actually spend time around you.

It the OPC going to disolve, and just be the OPC 6.

I just looked at these briefly. Didn't see anything referencing FIFA.
Do other countries even have a "Draft" etc.?
The whole home grown rule seems to be pretty specific to MLS.
