That is an interesting question. I am not sure exactly how this decision is made (other than, behind closed doors). But, some things to consider.
Of the teams that were in there last year - Usonians, Rage, Crush, LO Ice, Pacific Ice, FCP Navy and Valencia. It sounds like Pacific Ice won't even be fielding a team this year. I would assume the rest would return to the top division. Although some may argue that Valencia or LO do not belong.
Who could move up? If OR Rush came to the OPL, they would belong in this division. But, I think the rules prevent them from playing in the top division. WSM Red Magic is a good team that may have gotten a lot better if you believe what you read on this forum. If so, they would be a definite candidate. Other candidates, based on their strong seasons Div. 1 seasons, would be OSA, WUSC and CFC Fushion (although they appear to be ineligible for OPL based on their tryout timing). I would say OSA might have a case based on their state cup performances against Usonians & Rage. But, they may not want to make this move as they were very competitive in Div 1 but would most likely struggle in the Premier Division.
So, it probably stays much the same as it was last year.

Forgot Iridium in the above list of premier division teams. The runners up from last year are clearly still a premier division team. Sorry for the omission.

It would be nice to see OSA in there, but that's it from the other leagues below Premier. Rush would be a great addition. But how they select/determine, who knows.
I would have the following:
WSM, THUSC, FC, ESU, L.O. Tualatin Rage, SSC, Bend, OSA, ???

what about WUSC Man U ? They did go 7-1-4 in the fall and 4-0-4 in the spring taking top honors the whole year in Div 1 gold. They to me seem like a logical choice to advance if anyone.

What a freaking joke you have at the helm. Just look at the way he handled the red card coach... He punted and did not have the balls to make a decision. he waited for his board to make the decision. But keep up the worship of your DOC.
It is not up to the DOC to fire someone, it's up to the Board. That's part of the reason you have a Board. THUSC has many teams in premier and many teams not. Every team in premier finished the spring season just fine. As far as the boys go the current U13 team should of gone premier as they finished first division 12-0.

How can you say that he feels all his boys teams should be in premier? There were how many in premier.........2? One of them won their division and the other was bumped up after going 12-0. Wow, he is crazy.........;)
Thusc seems to be doing just fine on the girls side. They had teams in the finals from U12-U16 and will have strong teams this season from U11-U17.

The THUSC B team definitely does not belong in the top division. WUSC is probably in the same boat as OSA. They can either be the top teams in Div 1 or struggle in the Premier division.
