With two ODP opportunities, 90% of the two pools would be comprised of very similar-level players. The biggest issue would be where the truly elite 1-5 players end up. My guess is OPL.

Can the OPL field an ODP team? I don't think so. It's a USYSA program and would the Region IV people let this happen? They would have to call it something else...
I like the "Obscene amount" comment about Arizona. I laugh at you people that will spend $100 for a dinner then turn around and complain about the fee. And I know the most vocal people saying this and that's a drop in the bucket for what their car payment is. WOW...your kids don't mean that much to you huh.....

Just because a few key players in the state were not accepted (class of 98 in point), does not make a program failed or "off track".
The regional training centers offer to more players the opportunity to play with the better players in the state and with the best coaches available. Doesn't this make for a better opportunity for our State's group of players to get better ?
I have one idea. Make the ODP season longer (possibly year round). More training sessions and more opportunities for supplemental tryouts (i.e. super draft, supplemental draft and walk on tryouts and scheduled times). I guess it would then called the Oregon Developmental Academy of sorts.

What you are describing is the top team in each age group which if it does not make up the entire OPL ODP team will likely be the bulk. Sounds like options are getting fewer. At that point just go play for that team.

Add to #3 a supplemental tryout for any unidentified from game scouting. This would be "second chance" and would eliminate the current back room politicking second chances by DOC's.
