Does anyone have info concerning DA vebal commitments that may result in NLI signings on Feb 6, 2014? Has there been some central Florida boys picked up? if so, this would be a positive sign for the first year of DA.

As you have probably read, the National Letter of Intent is actually a binding contract for one year between a player and school. The palyer receives athletic scholarship $ in exchange for playing the sport at the particular school.
The NCAA regulates the "signing window" in all players Senior years by sport. The signing window is 14 days. Most players do a "signing ceremony" on the first day of the signing window. Any contract signed prior to or after the signing window is invalid under NCAA rules.
A "verbal commitment" occurs prior to signing an NLI. It is literally just that; a verbal-only agreement between the school (usually represented by the coach) and the player that describes the terms of the scholarship. In soccer, the scholarships can be 'partial", which allows the coach flexibility in getting SOME money to most rostered players.
The verbal commitment is NOT technically 'binding' on the parties. There is, however incentive for both parties to honor the terms until it is formalized by the NLI. If a coach were to arbitrarily break a verbal commitment, it can do serious damage to the coach/school's reputation and hurt future recruiting. If a player breaks the commitment, he/she may have a difficult time getting another.
The elements of a verbal commitment should be well-detailed, particularly in the case of a "partial". The agreement can include percentages of expenses for housing, tuition, meal plans and books. The deal can also include "waiver of out-of-state tuition" for a player, as well as many other minor but detailed elements.

Interesting twist on this: note the emphasis on who "initiates" contact; prior to September 1st of Junior year in HS, the athlete may call the coach- and the coach can pick up the phone if he/she is available. It is also permissable for the athlete to email the coach about recrutiing activities. The coach is limited to sending generic invitations to soccer camps by mail or email, but IS ALLOWED to discuss the player through third-parties- such as a club coach or Director. It's all very cloak and dagger- which is why the date when free communication is allowed is a relief for all.
Even after the communication window opens, there are still CERTAIN instances after that date when direct communication is forbidden. For instance, the universities that wanted to extend offers to my daughter during a showcase tournament could not do so directly at the tournament, because they were registered as "attending institutions". They had to speak with the club officials, who then passed the offers to the player.
Again, hope this helps some. Further research with NCAA is recommended.
