Prediction
No way Portsmouth makes the playoffs they are very weak this year. Rebuild mode and hope for some upcoming youth.

SK do not have many current seniors that are at a high level. They will be very reliant on a group of talented juniors and sophomores.
Realistically, La Salle could be way ahead of everyone else, and have the best player in RI HS soccer by an absolute mile.
Can't see Mount Hope, Portsmouth, Cumberland, NK, EG or Smithfield laying a glove.
La Salle/SK significantly ahead of the rest for years to come.

what is the requirement to qualify for playoffs? is it a minimum % of total possible points?

There is no player in the state even close to the level of what Portsmouth had a couple of years ago.
Does LaSalle have a strong group again?
Also, what does anyone know about the new teams? Will Scituate be competitive with the lower half, since at least they have a keeper to neutralize other teams somewhat?

They will have no firepower to get on the board, and no keeper is good enough to overcome that.
They will struggle badly with the upper half teams just like Burrillville, but for the good of the division hopefully they can both at least compete with the rest of the bottom half. Nobody wants to suffer through crappy games.

Of course, among the contenders you need at least a dominant POY caliber talent..and that player, well, plays for LaSalle already.
With uneven coaching you get the occasional trap game (perhaps this year at Smithfield) but absent major injuries, it will be LSA. At least this season there will be some interesting story lines - good to see how strong D2 programs fare playing up, how some of the up and coming programs (Lincoln, Barrington) fare, and if Bayview can win a game..

You know of course LaSalle is going to always be in the top 3 in the state. They pool players from anywhere and regardless of what “they say”, the ability to recruit and/or attract top athletes will always make them a force. However, they are not infallible. I have watched them scrimmage and although they are indeed loaded with talent (their JV team even more so), they are not “head and shoulders” above everyone. Sorry, but there will be publics that will contented evenly with them this year, and that makes me happy. We all know it’s beyond aggravating to have these privates dominate certain sports every year in public school leagues, but we also all know nothing will ever change, so anytime a public can take down a private and keep some parity in what is not an even playing field, makes me happy. I know I’m not alone.
