Age Group change to Birth Year / Calendar year - US Soccer

Has anyone heard whether this is just a rumor or will be an actual change?

Currently age groups are determined by birth month and year:
example: Current U12 (born between 08/01/2002 to 07/31/2003)
This change would be January thru December of one year?

U.S. Club or US Soccer has mandated it to occur in 2016. Many clubs have interpreted that as at the June 2016 tryout which is when teams will be organized by birth year and not the current August 1 to July 31 method.

Ideally it will happen in 2016 but it won't.

Will NPL/ECNL also convert to the birth year format? This will blow up many top teams won't it?

Northeast NPL went to birth year last year. Local teams include Stars and Breakers. Why is New England NPL 2 years behind?
