You forget that LaSalle (and others) can offer financial aid and has the built-in, professional development office (ie. institutional advancement/alumni) while other schools have to rely on volunteer/alumni associations or booster clubs. Now add the fact the coaches have the ability due to affiliation with ODP or premier clubs to identify top young talent and can "recruit" them. (Even if it's geared toward getting a better education than the public school, they can still put the idea of coming to their school; a public school coach in the same situation can't offer them the opportunity to come to the public school).
Now take the population that can afford tuition (and pay their own town taxes) -- they are also the population better able to pay for premier clubs (in the case of soccer), etc.
Sorry, statistically if it was only random draw attracting students solely for the academics, the track record would not be as it has been in soccer. Again, that's not to say the kid is not getting a good education or that even the education part is the bigger draw, but the academics and athletics are not mutually exclusive -- and momentum and reputation have a way of perpetuating (look at the college ranking systems) and reinforcing the attraction of the school beyond academics.
Now, there are not enough catholic schools for a separate league (and enrollment varies widely) nor I doubt interest in being part of the independent school leagues so not sure any way to account for the difference in some teams' eligible population being constrained by fixed political/geographic boundaries and some not. The RIIL rules are really designed with the former model of a school in mind.
