I don't know how applicable this system would be in RI as I'm unaware of the rules about scheduling "non-league" games.
However, in the state I played HS ball, the state committee had a formula for seeding - an index system that awards points for positive results (five points for a road win, four for a home win, three for a road tie, two for a home tie and none for a loss) and averages the per game total in case a school did not play the max allowable games.
It tried to give incentives for away wins, instead of relying on goal differential, as the state did not have as many teams as RI so the teams had to schedule some games against teams from other divisions. So, you could keep "rivalry" games between schools of different sizes that were in close proximity, but also encourage the larger schools to play their peer schools from different leagues. There used to be an "adjustment" factor (- 1/2 pt) if the win was against a team from a lower division; however, with budget cutbacks, they eliminated the adjustment factor so teams did not have to travel as far.
Not without its flaws, but the state cutback the number of regular season games to allow for a greater number of teams in the post-season tournament. It did eliminate the confusion when several teams has similar records instead of relying on goal differential or head to head when you had a "A beat B, B beat C, but C beat A" scenario.

Probably won't make any difference in the end .... but ....
Pilgrim beat and then tied EWG. In my mind that puts Pilgrim on top or EWG. The smartest way to break a tie is, (who beat who - in division) and then to compare the Ratio of (Goals for) and (Goals against) Interdivisionaly. Breaking a tie by using either stat by itself doesn't really tell you the strength of the team.
What RIIL needs to do is have a defined tie breaking rule. Period.

Realign Girls Divisions
This is a subject I brought up early in the season and in the end the picture is even more clear.
Because the divisions have nothing to do with school size, RIIL needs to set up a system where the teams that are either too dominant or too weak get moved for the following season. This year the new alignment seemed to have too much political involvement. And it was obvious what was going to and what did happen to a number of teams. The top of D3 just looks stupid!
I would like to see:
Bottom 3 D2 go to D3
Top 3 D3 go to D2
Top 3 D2 go to D1
Bottom 3 D1 go to D2
The chances of a small town public school always being able to compete in d1 is not that likely. But if they do get a group of excellent athletes, then you need to move them up right away. If you wait 3-4 years then all those good players will graduate and the team is likely to return to what they were before. The same thing can happen to a big town team.
IMO it is wrong to either leave a team to languish in a division that is too tough or allow a strong team to just crush and embarrass all the other teams.
