Both sides give handouts because greed and laziness are fundamental human motives and handouts therefore buy votes. Most Americans also do not want to be honest about their own strengths and weakness or what it takes to succeed. Easier to say someone else was "lucky" than to admit the other guy studied or worked 100 hours a week and was smarter and more inventive. Easier to blame the "system" than yourself. That makes voters doubly susceptible to politicians promising handouts. That said, observation suggests that Democrats make the greater push for handouts.
