Generally, rosters for each team are set at the beginning of the year. Sometimes players are put on both teams rosters if they expect those players to occasionally play with each team just to facilitate the game-day administration of it. So yes, sometimes ECRL players can play up in ECNL games and vice versa. Usually it's more of the latter for end-of-the-bench ECNL players to get more playing time.
As far as at the end of the season and getting rosters set for the next year, it is rare for ECRL players to get bumped up to the ECNL team, because a player getting moved up usually means that they would need to pump an ECNL player down, and unless the ECRL player is CLEARLY better than the ECNL player they would be replacing on the roster, a club is not willing to be disruptive to those bottom ECNL players. They are, however, willing to bump those bottom ECNL players if adding an outside player who is CLEARLY better. It would be incredibly rare for an ECRL player to improve so much in 1 year to be clearly better than players on the ECNL roster.
Do ECNL players get bumped down? If an ECNL player is deemed by the coaches to not being wanted on ECNL (eg. they bring in an outside player to replace them), that player is usually given an option to join the ECRL team. Sometimes they accept it, but more frequently they don't because they feel like they deserve to be on an A-Team and maybe have access to one within driving distance.
My kid has gone back and forth 3X over the past 4 years. All good. She would say cool to be with the top team and you do get better practicing like that. ECRL is good to, play a ton, less of a pressure cooker.

If your child is one of the most skilled and athletic on the team, they will remain on the ECNL roster. If not, there is potential for them to be rostered on the ECRL, which allows them more playing time.

How is ECRL less of a pressure cooker if it's a bunch of kids trying to prove they belong on the ECNL team?
Many times bubble kids are playing in one or the other across the season. A kid may be on the ECNL roster and practice with them. But you can only card 18 players for a match, so if the ECNL roster is >18 (which all are typically), those not playing that day are usually allowed to play in an ECRL game (could be same age group or higher).
