For game days and tournaments is it normal to roster x amount of players? Do most clubs at the older age (13u) do this?

Check the rules for your specific league and the age group you're interested in. Typical gameday roster limit for full sided (11v11) games is 18 max. Mileage may vary depending on where the kid is playing.

You should be clear about the rostering practices of your club and specific team. Many teams simply have 18 or fewer players on a team roster and everyone who's available dress. But it can change in older age categories, and especially at some types of clubs.
