People on this don’t know what they are talking about.
Jeff Cup isn’t just some “regional tournament”, it’s one of the top 2 or 3 tournaments in the country every year.
The 2010s were in the 3rd tier along with several ECNL, ECRL and GA clubs. Championship/Elite/Superior are the tiers and the colors are just to break it up in multiple groups at that tier because there are too many teams.
The 2011s weren’t in the 7th tier. They were in the Juniors tier, which is for 9v9 age-appropriate teams to play at 11v11 since many of them have already been playing up. You can see Ukies, GSA ECNL, Legacy clubs all had their top teams in this bracket.

These teams were built to compete on a national stage and they're getting worse with every passing day.
