The offer for the TSF team I got says NEAL MLS ll. Do they have a MLS team already or not yet for this age ? Or does MLS ll turn into MLS next as they get older?

MLS Next doesn’t start until u13. There is no MLS Next 2 league so it’s probably a marketing name for their NEAL teams. I personally would only invest after attending a couple of practices with the team and watching them play. Maybe see if they could invite you to a tournament. This is to make sure the person coaching knows what they are doing, though it is highly likely that the team will get a new coach so at least you get a sense for the type of coaches they hire.
28 kids for 2 u12 teams seems excessive as they will still be playing 9v9. Assuming 14 kids per team, you are going to games with 5 subs + the kids they decide will play on both teams. Only the best kids will get any sort of development.
