To another league, yes - it should be no issue. Just not to another ECRL/ECNL team.

Why are you leaving before the season even starts! Not what you expected?! But have you given it enough time for you to really know? Other clubs could also be full. Be cautious no one likes club jumpers especially in the middle of the season.

ECNL - Don't expect the card back anytime soon even if paid but can go to USYS or GA without any issue
GA - Depends on club but can go to USYS or ECNL club without the card
USYS/EDP - Depends on club but can go to GA or ECNL without the card

If you are paid and staying in the same league but club won't release card then your new club will submit the paperwork to get the card/re-card.
