You play them up if they are starters and are making a significant contribution.

These kids are all the same age give or take a few months. Some are a few weeks apart. Playing up at this age isn’t really meaningful. It’s to appease a parent or keep a player at the club by making them “special”. And kid brags, parents brag. Just annoying

Why is it a scam? If STA has two very strong 07 girls that for development reasons play up a year why is that an issue? Is it never acceptable to play kids up? I believe the 06 team is pretty good and is not struggling to fill the roster.

One of the biggest issues at STA is they tend to be overly loyal to their long term kids/parents. So when they make a decision that affects those long term kids the parents will complain rather than put the effort into their kids getting better

Pretty sure they have enough girls. They have a couple teams per age group.

Then why not promote deserved players from B team? That would be right thing to do. Other clubs would not do this.

We are talking STA right? Lots of kids through several teams in each age group. The 'B' and 'C' team kids are not GA material. The right move is to play up the talented kids. This is not new for STA and all clubs do this

I agree. This isn’t town travel. I’m really struggling to see the issue here. If and 06 B team kid is good enough, she will get moved up. If not, she will stay down. Clearly the 07 kids are exceptional and should be moved up.

Clearly? Maybe they got moved up so they don't bail/go to a different club at the proper age (PDA). Doesn't mean they are good enough at all just that the club doesn't value who they have that is age appropriate.
