at younger ages PDA seems to "play everyone somewhat equally". At what age does this stop? I see it is still going at U12. I guess when you hit ENCL (and not the pre stuff) at U13, that is when it changes?

You will need to find opportunities outside of PDA to challenge your daughter and help her maintain her level of play. This is particularly paramount if your kids is one of the better players on White.
No, PDA White will not get the attention of the college coaches. Heck, not even some HS coaches. If they do get attention from college coaches (to the schools worth attending for soccer), it'll be after those college coaches have exhausted all Blue players. Yes, even the Blue bench.
Take the Blue offer. Specially, if HS age. However, if you are not getting minutes on Blue or being bumped to White then leave for 1st team action elsewhere.
